Argument and themes of the conferenceGovernance is a transversal and critical area (DFAE, 2007) that plays a central role in all areas of higher education (National Quality Assurance Framework, 2016). It is considered the engine that will promote the development of the university in favor of quality education that meets the needs of society. According to the Organisation for Economic Co-operation and Development (OECD) (2007), governance is a system that encompasses different structures and the resources allocated to them. These two entities are closely linked, and governance is guided by the higher education policy that is implemented and evaluated by control bodies. Governance also emphasizes the impact of informal relationships on the management and functioning of structures. At the national level, local structures include universities and their components, while the global structure consists of the Ministry of Higher Education of the government and the state. These two bodies maintain relationships with each other through allocated resources such as budgets, grants, and conventions. In addition, governance includes the mechanism of operating power at different levels to make decisions in various contexts. It also focuses on actors and their relationships (the relationship between the state and citizens, the relationship between the state and private sectors) as well as on informal governance modes qualified as « habits ». In the context of this national symposium, the governance of university programs in general, and language programs in particular, will be examined in order to assess their reality and evaluate their contribution to the quality assurance of our higher education in light of the indicators related to the governance components mentioned above. Several objectives are pursued, including the identification of the political lineage of language university programs, the structures of their designs and the resources underlying them, as well as the bodies of their control. An overview will be provided on their informal governance mode, and their structures and organization will be analyzed using interdisciplinary contributions such as training engineering, pedagogical engineering, and professional didactics. Language university programs will also be positioned in relation to other areas of higher education, such as scientific research, governance, cooperation, and the socio-economic environment, in order to detect their contribution to the quality of higher education. To achieve these objectives, several axes will be addressed, including: - National policy/policies for governance of university language programs. - Structures and bodies for designing and monitoring university language programs. - Designs of university language programs. - Roles and stakes of university language programs. - University language programs and areas of evaluation in national higher education. - University language programs and their contribution to the national economy. - Etc.
